Eliminating Medicare and Medicaid in Iowa accompanied by an equivalent tax cut would reduce Iowa payrolls by $5.6 billion and eliminate 70,000 jobs. This is because the offsetting tax reductions would not accrue to the same populations as the reductions in benefits.
